Taiwan-U.S. Higher Education Collaboration Reaches New Heights! U.S. Partner University Delegation Deeply Evaluates the "EMI Test Waiver Partnership Program"
Fulbright Taiwan and the Ministry of Education are excited to welcome representatives from four U.S. partner universities for the evaluation and initiation of the "EMI Test Waiver Partnership Program" from November 17 to 21. The primary goal of this program is hoping to enable Taiwanese university students to complete a certain percentage of their courses taught entirely in English (EMI) during their four years of study, allowing them to waive the TOEFL test when applying to graduate schools in the U.S.The U.S. committee members represent top institutions, including Arizona State University (ASU), New York University (NYU), Teachers College, Columbia University (TC), and the University of Maryland (UMD). Over the course of a busy few days, they demonstrated their recognition and support of Taiwan's higher education. Their schedule included a press conference with the Ministry of Education, where they focused on four universities: NTNU, NTU, NCKU, and NSYSU. The representatives observed classes and engaged with numerous students and faculty members, assessing the quality of EMI classes and establishing clear standards for teaching and student skills that both Taiwan and the U.S. can agree upon.Their visit concluded with a delightful Thanksgiving dinner, marking a promising start for collaboration. Everyone hopes the trial program will be successful and foster greater exchange of ideas among students and teachers in the future.美國EMI大學聯盟訪問團 -跨越語言 擁抱世界臺灣高教國際化正邁向重要的里程碑!學術交流基金會與教育部合作,熱烈歡迎美國EMI聯盟大學代表團於 11 月 17 日至 21 日蒞臨台灣,進行「EMI 免試托福試辦計畫」訪問審查研擬相關合作標準。此計畫是對台灣EMI課程的肯定其目標希望讓臺灣大專院校學生完成一定比例的全英文授課(EMI)課程後, 未來申請美國研究所時,即可豁免托福成績。此次來訪的皆是美國頂尖學府的代表,四所學校包括亞利桑那州立大學(ASU)、紐約大學(NYU)、哥倫比亞大學教育學院(TC)以及馬里蘭大學(UMD)。短短幾天的密集行程中代表團馬不停蹄,展現了對臺灣高教發展的極大承諾。他們出席教育部舉辦的記者會,評估重點放在四大雙語標竿大學:國立臺灣師範大學、國立臺灣大學、國立成功大學和國立中山大學,深入各校進行課程觀摩,廣泛訪談師生,旨在評估 EMI 課程的教學品質,並建立台美雙方共同認可的英語授課標準與學生能力標準。行程在溫馨的感恩節晚宴中劃下句點。此次訪問深化台美高教EMI合作並奠定堅實的基礎,在未來持續驅動師生交流,共同培養國際化人才。

2025 Fulbright Taiwan International & Bilingual Education Forum - Engaging, Motivating, Inspiring
A delegation from top U.S. universities visited Taiwan as part of the Fulbright EMI Higher Education Alliance, reaffirming the commitment to two-way academic exchange. Scholars from both countries gathered to explore advancements in English-Medium Instruction (EMI) across higher education.Key events included the International Bilingual Forums at NTUT and NSYSU, where Dr. Nihat Polat from the University of Maryland delivered a keynote on EMI goals, challenges, and opportunities, emphasizing context-responsive approaches and sustainable support systems. The discussions continued with engaging panels and teacher-sharing sessions.The delegation also visited Wenchang Elementary School in Taipei to observe multilingual, inquiry-based learning, fostering meaningful exchanges between professors and students. Later, at NTUT’s TEFL Forum, primary and secondary school teachers shared insights from their EMI teaching experiences and overseas training.The visit concluded with a forum at NSYSU, reinforcing U.S.-Taiwan collaboration in bilingual education.2025傅爾布萊特國際雙語EMI論壇 - 啟發 跨域 連結 來自美國多所知名大學的 EMI 高教聯盟代表團訪臺,體現學術交流基金會與美國高等教育界長期穩健的雙向學術交流成果。專家學者們拜訪 教育部、臺北市文昌國小、國立臺灣大學 National Taiwan University、國立中央大學 National Central University - NCU、台積電零廢中心及 國立中山大學 National Sun Yat-sen University(NSYSU) 觀課拜訪交流互動,也同時參與三場由基金會舉辦的「#國際雙語論壇」,代表團與臺灣教授們齊聚一堂,深入了解臺灣國中小及大學英語教學的現況。基金會5月6日於北科大集思會議中心舉辦「國際雙語論壇」,特別邀請到馬里蘭大學Nihat Polat 博士發表專題演講 「EMI: A Critical Look at Goals, Challenges, and Opportunities」,探討高等教育中全英語授課(EMI)面臨的挑戰與機會,結合在地文化與制度支持,促進 EMI 的永續發展。論壇中多位來自不同領域的教師與研究者進行精彩的與教學經驗交流。高教聯盟代表團到臺北市文昌國小觀課,感受國小學童在課堂中運用多語言模態,透過想像與推理建構科學模型的歷程。代表團與孩子們一同互動思辨,充滿跨文化能量與新高度。代表團也全程出席第二場國際雙語論壇,以國中小英語教學領域為主,聆聽海外研習的國中小教師分享其教學實踐與反思。此行代表團也安排了南下的參訪行程國立中山大學與 EMI師生熱烈交流對台灣的EMI推動成果與困難有全方位的體解,並出席高雄場雙語論壇跨國與跨界的知識交流,持續深化臺美雙語教育合作。

2025 English Winter Camp for University Students
The Foundation for Scholarly Exchange (Fulbright Taiwan) collaborates with National Sun Yat-sen University this winter to hold an English Winter Camp from January 7th to 9th. The curriculum was jointly designed by Fulbright EMI teams which consist of 14 EMI ETFs, 3 EMI advisors, and 7 coordinators. Nearly 50 students participated. This year's program focused on enhancing professional English skills with topics like 'English Resume Writing' and 'Interview Preparation Techniques.' It introduced two new core themes: 'Self-Awareness and Career Planning' and 'Soft Skills Enhancement.' Students need to discover their traits through the popular 16 Personality Factor Test (MBTI), and then envision their post-graduation plans. EMI ETFs also shared their personal experiences about internships and part-time jobs during their gap year. The soft skill workshops focused on learning communication and problem-solving skills. Through these workshops, students can discuss the proper solutions in different scenarios of the workplace. From the students’ feedback, they expressed their enjoyment in interacting and discussing with the ETFs (including lecturers and group leaders), and appreciated the opportunity to share diverse experiences with other students.2025大專英語冬令營學術交流基金會與 國立中山大學 National Sun Yat-sen University(NSYSU) 首度合作英語冬令營,於1月7日至9日間舉辦,由基金會全台EMI團隊 (14位美籍教學人員、3位教學顧問已及7位行政人員)共同設計課程執行,近50位學生參與。今年課程除了延續提升專業英語的主題 「#英文履歷撰寫」及「#準備面試技巧」,更新增兩大課程主軸 「#認識自我與生涯規劃」及「#軟實力增能」。透過時下流行的16型人格測驗(MBTI)認識個別人格特質後,請參與學生設想畢業後的規劃。講師也個別分享她們大學畢業後安排實習或打工的經驗,逐步探索,確定人生方向的經歷。軟實力課程為學習溝通技巧及解決問題能力,並提供實際模擬演練,讓學生更能體驗職場的多模態。學生們於課後回饋表示很喜歡和美籍教學人員(包含講師及小隊輔)互動及討論,並與其他同組同學分享不同經歷。學術交流基金會113學年透過教育部與六所公立大學合作,基金會英語授課支援團隊(Fulbright EMI Team)也駐點在校園,提供免費英語教學資源,創置英語使用友善環境,提升校內師生使用英語頻率及動機,為未來與國際接軌鋪路。

Expanding Horizons: Fulbright EMI Overseas Training, Advancing Globally
The Fulbright EMI program's highlight at the end of the year is the opportunities for professors to do training overseas. The diverse training gives professors opportunities to improve their soft and hard skills in EMI courses.This year marks the first time that a larger number of professors and faculty members from colleges and universities have been recommended to participate in overseas training programs. The training institutions, including the University of Maryland, San Diego California University, and the University of California, Davis, gave teachers intense training in different campus settings. Importantly, there's a notable increase in participants, mainly from professors in the EMI support teams of the five schools and many from other newest colleges and universities.After the fourteen-day training, these professors returned with praise and support for the program. They also shared valuable experiences and feedback from their training at each institution. Feedback after training1. The lectures provided by UMD instructors themselves exemplified the demonstration of EMI courses, including lectures, activity-based learning, and just-in-time evaluation. Furthermore, the opportunity to observe classes and engage in micro-teaching sessions allowed us to apply the learned content effectively, resulting in a synergistic learning experience.Engaging in cultural experiences enabled insightful discussions with instructors on local teaching methods, lifestyle, and other pertinent topics, which proved to be highly enriching. The primary objective of this course is to integrate the acquired knowledge into our teaching practices and implement the learned content in upcoming EMI courses in the following semester. Achieving this learning outcome, of course, requires gradual progress. I hope to leverage EMI teaching to realize transdisciplinary collaborative projects, thereby contributing to solving global challenges together.2. I had the greatest takeaway from the overseas training. Firstly, some invaluable teaching experiences and methods gained through interactions with instructors during the courses, as well as the friendships established with other professors and faculty members, showed that despite significant differences in the fields of the professors, their enthusiasm for teaching and the challenges they encountered were largely similar. Regardless of the varying levels of teaching experience and different years of teaching, there was a wealth of knowledge to be gained from each other's experiences.Rita:I'm thrilled to have had the opportunity to participate in this training program. Through this experience, I've had the chance to meet professors from different schools and forge friendships with them. They've not only become great friends but also invaluable learning resources.The schedule for this training was quite packed, with daytime hours spent in class with all the participants. During breaks, we had the chance to interact and learn from each other. This interaction not only helped us understand each other's fields better but also set the stage for potential future collaborations in EMI teaching.Moreover, having the training at the University of Maryland was a fantastic experience for me. I've always wanted to visit UMD, and during the two-week course, not only did I get to attend classes there, but I also got a taste of the university's culture, which was truly wonderful. I'm eagerly looking forward to any future opportunities to visit UMD again.I must express my sincere gratitude to Fulbright and the Center for Bilingual Learning at NTUT for their assistance. Their support in both pre-planning and execution of the program was invaluable and contributed significantly to its successful completion. Once again, thank you.Kenny:Fulbright has been organizing overseas teacher training for the past three years, and who were invited to participate expressed significant gains. This year's EMI overseas training resonated deeply with us as well. The UCSD arranged numerous teaching workshops introducing concepts like flipped classrooms and student-centered learning methods. While these may not be new concepts, the instructors'' in-depth discussions provided the local Taiwanese English teachers with a fresh perspective.During the training, we had the opportunity to sit in classrooms alongside local students and observe how lessons were conducted, as well as the interactions between teachers and peers. One of the most significant discoveries was the proactive nature of the students. Whether they were sitting in the front or back rows, they were actively engaged in discussions, and those using laptops were diligently taking notes. The learning atmosphere among American students is truly commendable and worth emulating.Change doesn't happen overnight, but we hope that through continuous improvement, local Taiwanese English teachers can bring more stimulation and inspiration to Taiwanese students at primary, secondary, and university levels. 跨界啟迪:Fulbright EMI 海外培訓Fulbright EMI計畫的多元培訓課程,讓合作的教授們在EMI課程中持續提升及具備軟實力和硬實力。今年計畫擴大薦送大專校院師長參與海外研習計畫,為期十四天課程中,團隊至美國馬里蘭大學、加州大學聖地牙哥分校與加州大學戴維斯分校參訪和學習,在風格多元化的校園中接受了密集且豐富的培訓課程。值得一提的是,此次培訓的參與人數突破性增長,主要由EMI 支援團隊的五校師長和多所大專校院師長組成,師長們回國後紛紛給予計畫大力的讚賞與支持。他們也分享了在各學校培訓期間的寶貴經驗和回饋。培訓回饋1. UMD 老師的授課本身就已經展現了EMI課程的演示,包含講授,活動(activity based learning),即時回饋 (just-in-time evaluation) 等,同時在把所學的內容應證在觀課活動,也安排了受訓老師能發揮所學的微教學(micro teaching),有相輔相乘的學習效果。在文化體驗中能和老師深聊當地教學,生活等議題也非常有收穫。在本課程最重要的目標就是能將習得知識帶回教學工作,把所學習的的內容實作在接下來學期的EMI課程,最後,這個學習的實現當然是得逐步進步到位的,希望能藉著EMI的教學達成跨學科(transdisciplinary)的合作計畫,共同解決世界的挑戰。2.此次行程對我來說最大的收穫,第一個就是透過課程與老師們交流之間得到地寶貴教學經驗與方法,以及與其他老師之間建立的友誼,雖然老師們所在的領域差異相當大,但是對於教學的熱忱與教學上會遇到的困難基本上大同小異,不管老師們的教學經驗、年資是大是小,都可以從對方的經驗中獲取許多知識。Kenny: 基金會已經第三年舉辦教師海外研習,每每與受邀參加的中師談及海外培訓時,中師們都表示大有斬獲。今年參與EMI海外教師研習深有同感,校方安排許多教學工作坊介紹翻轉教室、學生中心...等教學法。雖然這些已不是新的概念但講者對主題的加深加廣讓老師們有新一層的認識! 研習期間我們也可以跟當地學生一起坐在教室觀摩課程是如何進行、師生以及同儕之間的互動。其中最大的發現還是學生的主動性,不管是坐在前排還是後排的學生都很積極發言,使用筆電的同學也都很努力在做筆記。美國學生的學習風氣值得學習。改變不是一下就會發生但也期許老師們透過自身的不斷精進可以帶給中小學以及大專院校學生更多學習上的刺激與火花。
